The days of manual paperwork, physical stamps, and weeks of waiting to transfer car logbooks are long gone. The National Transport and Safety Authority (NTSA) has fully digitized vehicle registration and ownership transfers through its Transport Integrated Management System (TIMS) and the newer T-Port portal. This guide details how sellers and buyers can coordinate to transfer vehicle logbooks seamlessly.

Step 1: Setting up NTSA Accounts

Both the buyer and seller must have active individual or corporate accounts on the NTSA TIMS portal. To register, you need your National ID number, KRA PIN, a valid phone number registered under your ID (for OTP verification), and an active email address. Ensure your profile details match your official records to avoid validation failures.

Step 2: Seller Initiates Transfer

The transfer process is always initiated by the registered owner (the seller). Logging into their TIMS account, the seller navigates to the 'Vehicle Transfer' tab, selects the vehicle registration number, and enters the buyer's details (National ID and KRA PIN). The seller must upload a copy of the current logbook and pay the statutory NTSA transfer fee (usually based on engine capacity, starting from KES 3,250).

Step 3: Buyer Accepts the Transfer

Immediately after the seller submits and pays for the transfer, the buyer receives a notification and SMS verification code. The buyer must log into their own NTSA TIMS account, navigate to the pending transfers list, select the vehicle, and click 'Accept'. During this step, the buyer specifies where they would like to collect the physical logbook (e.g., Mombasa, Nairobi, Nakuru NTSA office).

Step 4: NTSA Approval & Processing Time

Once accepted, the transfer request moves to the NTSA queue for review. Officials verify the electronic signatures, check for active police caveats, verify bank loan charges (chattel mortgages), and approve the registration of the new logbook. This digital processing usually takes between 3 to 7 working days.

Step 5: Physical Logbook Collection

When the new logbook is printed, NTSA sends an SMS alert. The buyer must physically visit the designated NTSA office to collect the hard copy. You must bring:

  • 2. Your original National ID card.
  • 3. The old original logbook (which you must surrender).
  • 4. A printed copy of the NTSA transfer approval receipt. If collecting on behalf of a company, an official authorization letter and certificate of incorporation are required.
